The Department of Finance is responsible for the sound management of City finance and property. It consists of four divisions: Finance Administration, Data Processing, Risk and Property Management, and Purchasing.

Departmental duties include the collection and custody of all moneys of the City from whatever source, assisting the Mayor in the preparation of the operating budget and capital improvement budget, maintaining a record of indebtedness and have charge of payment of principal and interest on such indebtedness, disburse all funds from the City treasury, administer a central accounting system for all City departments, prepare monthly statements of revenues and expenditures, procure all personal property, materials, supplies and services required by the City under a central purchasing system, coordinate and direct all intergovernmental applications on behalf of the City, invest all idle City funds and perform billing and collection for all City-owned utilities.
