The Planning Department's
primary responsibility is to provide assistance to the citizens of Slidell with permitting and guidance in understanding the Code of Ordinances as adopted.  Department Staff provides support to the Planning and Zoning Commissions and the Board of Zoning Adjustments, as well as working with the East St. Tammany Chamber of Commerce, Slidell Economic Development Alliance, St. Tammany Economic Development Foundation, and Friends of Olde Towne Slidell, a Louisiana Main Street organization, all in an effort to ensure the citizens of Slidell a safe, fair and quality place to live and work.

Other issues and responsibilities include:  planning, zoning, regulation of new subdivisions, annexation of properties into City limits, beautification grant coordination and administration of beautification projects, administration of Community Development Block Grant (CDBG) funds, and coordination with Olde Towne Redevelopment Project.  The Department is also very active in the development of special projects including the Rufus Viner Community Center, development of the "Slidell Tomorrow" Master Plan, and other economic development incentives.

The Department also provides guidance to the City's elected officials and appointed commissions on growth management issues, including providing a vision to guide Slidell's future development.

The Planning & Zoning Commissions (P&Z) are governed and shall exercise all of the powers and duties conferred by Louisiana R.S. 33:101 through 33:119, inclusive, as well as the City’s Ordinances, Article II – Municipal Planning Commission. The members of the Planning Commission also hold a membership on the Zoning Commission, acting as separate boards with meetings held concurrently at least once per month. The primary responsibility of the Planning Commission is to hear and provide recommendations on annexation requests, resubdivisions, new subdivisions, and revocations. The primary responsibility of the Zoning Commission is to hear and provide recommendations on zonings and rezonings, amendments to current zoning ordinances, and conditional use permits. 
 
The Commissioners provide recommendations to the City Council on petitions for annexation, zoning and rezoning, revocations, amendments, and conditional use permits. They provide fair recommendations by: 1) listening to all parties; 2) educating themselves on each petition; 3) remaining patient and polite; 4) asking questions to get precise information; 5) research each petition and the property involved; 6) avoid prior contact with parties involved; 7) recognize and act on any conflicts of interest; 8) attend meetings regularly and contribute to each meeting; 9) provide fair, honest and independent judgments; and finally,10) make a difference within the Community by making a commitment to excellence, showing passion for all petitions equally, and be willing to commit their time, thus creating a community that provides safety, fair representation, and quality of life to all its citizens. The Planning & Zoning Commissions meetings are usually held the third Monday of each month, unless there is a conflict with a holiday. The meetings are held in the City Council’s Chambers located at 2045 Second Street, Third Floor at 7:00 p.m. and are open to the public.

The Board of Zoning Adjustment's primary responsibility is to hear and decide upon appeals for variances where exceptional and peculiar hardship would be caused by enforcement of certain regulations contained in the City of Slidell Code of Ordinances, where such a variance would not substantially deviate from the intent of the Ordinance, and where appeals are for a condition which is in violation of existing codes.  The Board cannot grant any variance in the use of the land or take any other action which would result in a change in the district boundaries. 

Variances can be granted when particular physical surroundings, the shape or topographical conditions of the specific property involved, and/or a particular hardship to the owner would result (other than mere inconvenience), if regulations are enforced.  The conditions creating such hardship must be unique to the specific property as compared to similar property within the same zoning district, and such conditions have not been created by any person having an interest in the property.  Granting of such a variance cannot create a situation that would be detrimental to the public welfare or injurious to other property or improvements in the neighborhood where the specific property is located.  Variances will not be granted that would result in a negative impact as to lighting, air quality, increased traffic congestion, increased fire danger, or in any way endanger the public safety or diminish property values within the neighborhood.

Variances granted by the Board of Zoning Adjustment will not serve as a precedent or rewrite any provisions provided in the City of Slidell Code of Ordinances, and can impose any conditions and/or restrictions upon the specific property as may be necessary to comply with standards established in the Code of Ordinances, Appendix A - Zoning, Part 7.

The Board of Zoning Adjustment meets monthly unless no items are submitted for review.

Some residential and commercial zoning designations allow for the operation of certain businesses only after obtaining conditional use approval.  These petitions are placed on the consent calendar for the City Zoning Commission in month one, then are advertised and posted before the Zoning Commission's Public Hearing in month two.  With the Zoning Commission's approval, the Conditional Use will be forwarded to the City Council in month three for its consent, then in month four the Council will hold its Public Hearing.

Recovery Funds 2008 CDBG Notice
The U. S. Department of Housing & Urban Development has awarded the City of Slidell, $53,892 in Community Development Block Grant Funds under the American Recovery and Reinvestment Act of 2009 (CDBG-R). In order to utilize these funds, the City of Slidell is required to submit a substantial amendment to its FY2008 Annual Action Plan to the New Orleans HUD office no later than June 5, 2009. Unified Land Development Code Project Schedule

The City of Slidell is in the process of rewriting zoning ordinances with Kendig Keast Collaborative (KKC) as part of a Unified Land Development Code (ULDC). Representatives from KKC will be in Slidell on August 30 and 31 to familiarize themselves with the city and its existing code.

“Representatives from KKC are meeting with members of the City as well as the general public to assist them in creating a complete and precise code to help move Slidell into a future with a higher quality of life,” said Tara Ingram-Hunter, Director of the city’s Planning Department.“I want to hear input from the community. Information gathered at these meetings will help determine the future of our zoning code.”
